
India Mandates CCTV on Ships to Enhance Maritime Safety
Edinburgh-based safety technology specialist Zelim is urging international regulators and flag states to follow India’s lead in enhancing maritime safety and security, following the introduction of new rules requiring Closed-Circuit Television (CCTV) on domestic and international ships calling at Indian ports.
Zelim highlights the fact that integrating AI-powered monitoring technologies alongside these regulations is essential for improving incident response, supporting search and rescue (SAR) operations, deterring criminal activity, and providing reliable evidence for investigations, including man-overboard incidents.
India’s Directorate General of Shipping issued a Merchant Shipping Notice in February 2025 mandating CCTV installation on all newbuild and existing Indian-flagged vessels of 500 GT or more. The notice also recommends CCTV on foreign-flagged vessels of 500 GT+ calling at Indian ports. Compliance is required by 12 February 2028, or at the next classification renewal survey, whichever occurs later.
The Indian government cited multiple incidents where limited visibility over shipboard activity delayed emergency response and SAR coordination, increasing the risk of fatalities. The government describes CCTV installation as a “highly effective measure to enhance onboard safety and security.”

The Directorate General of Shipping also recommends adopting AI-enabled software to enhance monitoring capabilities, with CCTV strategically placed on the main deck, forecastle, mooring and stern areas, bridge, and superstructure.
Zelim is actively engaging with Indian authorities, including the Director General of Shipping and the Ministry of Ports, Shipping and Waterways, offering technical support to ship owners and operators to meet the new requirements.
