
GMS and Liberian Registry Issue First International Ready for Recycling Certificate
Dubai-headquartered GMS, the world’s largest buyer of ships for recycling, has announced the issuance of the world’s first International Ready for Recycling Certificate (IRRC) since the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) entered into force on 26th June 2025. The milestone certificate, issued by the Liberian Registry, was granted to the vessel R Pisces, which is scheduled for environmentally responsible recycling at Leela Responsible Recycling in Alang, India.
This achievement positions both GMS and the Liberian Maritime Authority at the forefront of implementing the new global ship recycling regulations. The IRRC verifies that the vessel meets all mandatory requirements under the Hong Kong Convention, including a complete and verified Inventory of Hazardous Materials (IHM), an approved Ship Recycling Plan (SRP), and the selection of a certified ship recycling facility with valid authorisation.

The Hong Kong International Convention establishes globally binding requirements for safe, environmentally sound ship recycling, ensuring that end-of-life vessels are dismantled without harming human health or the environment. The IRRC is a core element of the Convention, certifying that a ship is fully prepared for recycling in line with approved procedures and international best practices.
