Sri Lanka Ports Authority (SLPA) has called for Expressions of Interest to operate the East Container Terminal (ECT) at Colombo port, on a build-operate-transfer (BOT) basis. The invitation forms part of the pre-qualification stage and is the first step in the process that will eventually lead to the selection of a concession to operate the new facility. The deadline for submitting EOI’s is July 21st 2016.
ECT, which is located in the deepwater Colombo South Harbour, is already partly built. The terminal will feature a 440 m long quay, with 18 m of water alongside, and a 20 hectare container stacking yard area developed by the SLPA. The successful bidder will be expected to invest on container handling equipment and superstructure works.
Colombo currently has four container terminals, two operated by SLPA and two by private operators on a BOT basis. ECT will, the SLPA, has confirmed be required to operate on a common user, open access basis.
